Job Description :
The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises eleven countries in Southeast Asia, with Timor-Leste being admitted as an ASEAN Member State during the 47th ASEAN Summit on 26 October 2025 in Kuala Lumpur, Malaysia. It was proclaimed a Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their 27th Summit 2015. The ASEAN Community Vision 2045: Our Shared Future articulates the collective aspiration of the ASEAN Community to realise a resilient, innovative, dynamic, and people-centred ASEAN by 2045, envisioning a developed ASEAN as the epicentre of growth in the Indo-Pacific region. 

The ASEAN Secretariat was established in 1976 by the Foreign Minister of ASEAN with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN Community Vision 2045 and Strategic Plans of the three ASEAN pillars of Political-Security Community, Economic Community and Socio-Cultural Community, and ASEAN Connectivity, and supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting Indonesian citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Officer for External Relations Division 2, ASEAN Political and Security Community Department.  


Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
Reporting to the Assistant Director/Head and Senior Officer of External Relations Division 2, the Officer shall be responsible to:

1.  Provide substantive, technical and administrative support for the external partners and portfolios assigned by the Head of Division:

  • Assist in preparing briefing notes, talking points, remarks, document kits, presentations, summary records, reports, and other relevant documents.
  • Support meeting arrangements before, during and after meetings, including logistical preparations, coordination with relevant stakeholders, and follow-up on decisions.

2.   Support the implementation and monitoring of programmes, projects and cooperation frameworks under the assigned portfolios:

  • Assist in facilitating, formulating, appraising and monitoring activities under relevant Plans of Action, Practical Cooperation Areas and Work Plans, and liaise with the relevant partners and stakeholders, as required.
  • Prepare progress updates and implementation reports and maintain relevant project databases and records. 

3.   Facilitate ASEAN’s engagements with its non-formal partners under the assigned portfolios and relevant mechanisms:

  • Support engagements with the relevant countries and ACTCs under the assigned portfolios.
  • Assist in preparing background information and recommendations, analytical briefs, and summary reports, and attend relevant meetings, as required.

4.   Facilitate requests from ASEAN Member States and relevant partners under the assigned portfolios and perform day-to-day activities and other ad hoc tasks as assigned by the supervisors.

Qualifications

  • Advanced degree in International Relations, Political Science, Law, Economics, Development Studies, Public Administration; and/or Bachelor’s degree in the afore-mentioned fields or discipline with a minimum of two (2) years of relevant work experience in a recognised specialised field may also be considered.
  • Relevant knowledge and experience in external relations, multilateral or regional cooperation, and the coordination, implementation or monitoring of programmes and projects, preferably gained within a government, diplomatic mission, or international or regional organisation, would be an advantage;
  • Excellent command of formal written and spoken English, with demonstrated ability to draft clear, concise, and high-quality briefing materials and reports;
  • High-level interpersonal, negotiation and communication skills, including experience in a cross-cultural environment and international settings;
  • Strong analytical and organisational skills, with the ability to manage multiple priorities and work accurately under tight deadlines;
  • Strong digital literacy and proficiency in Microsoft Office applications (particularly Word, Excel and PowerPoint), Outlook, virtual meeting platforms, and other digital collaboration tools with the demonstrated skill in the effective and responsible use of AI-enabled productivity tools to support research, drafting, analysis, and day-to-day work; and
  • Demonstrated sound understanding of international and regional issues, knowledge of and commitment to ASEAN ideals, and commitment to public service and to contributing to ASEAN’s work over the duration of the appointment.
  • Proven skills in problem-solving in a complex organisational environment and in work planning.
  • Ability to multi-task, work long and irregular hours, perform tasks outside the usual job scope, and willingness to travel frequently on short notice.
