Job Description :

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs of the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Project Officer for supporting the development of the ASEAN Socio-Cultural Community (ASCC) Post-2025 results framework and baselining of the ASCC Strategic Plan (ADME System). This position is supported by the Australian Government through the Australia for ASEAN Futures Initiatives (Aus4ASEAN Futures).

 

Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, gratuity, health insurance and annual bonus of a month’s basic salary. Subject to good performance during the probation, the candidate will be offered a two-year contract, inclusive of six-month probationary period. Extension of the post is subject to renewal of mandate and availability of funds.

Responsibilities
  1. This position is assigned within the ASCC Monitoring Division of the ASEAN Secretariat, and under the guidance of the Head of the ASCC Monitoring Division. The Project Officer will provide technical, administrative and coordination support to the enhancement of the ASCC Database for Monitoring and Evaluation (ADME) System. The project seeks to mainstream the ASCC Post-2025 Results Framework and baseline data into the ASCC Database for Monitoring and Evaluation (ADME) System.

    Reporting to the Senior Officer of the ASCC Monitoring Division, the Project Officer shall be responsible for the following deliverables:

    a) Support the enhancement of the ADME System:

    1. Collection of all relevant data for the enhancement of the ADME System;

    2. Support/assist in the assessment of data quality of ASCC Post-2025 Results Framework and Baseline data prior to integration in the ADME System;

    3. Conduct data cleaning and consolidation, and validation with relevant ASCC stakeholders on data quality and accessibility;

    4. Assist in establishment of data flow within the ADME system for the ASCC Strategic Plan;

    5. Ensure that ADME System database and dashboards are working interactively, efficiently and effectively;

    6. Coordinate with the Data Management Specialist/Consultant for the ADME System; and

    7. Support the development of the ADME System Protocol for the enhancement including the development of knowledge-transfer and capacity building materials.

     

    b) Closely liaison and coordinate activities with the relevant stakeholders on the ADME System:

    1. Provide assistances in the coordination and liaison with relevant stakeholders (e.g. SOCA and ASCC Sectoral Bodies through the relevant divisions of ASEAN Secretariat) on data collection for the enhancement of the ADME System; and

    2. Support the designing, and managing of regional workshops, capacity building, and other ADME System-related activities as well as preparation of reports, summary records, press releases, presentations, and other accompanying documents.

     

    c) Support the day-to-day operationalization and maintenance of the ADME System:

    1. Assist in identification of any possible issues and bottlenecks in the operationalization and provide recommendations in addressing these issues and mitigation; 

    2. Conduct random test-checks of the system to ensure its efficient and optimum functionalities; and

    3. Assist in the timely preparation of reports, snapshots, and data visualization generated by the ADME System.

     

    d) Provides general administrative and logistical support to the ASCC Monitoring Division:

    1. Assist in the management of logistical support in the project;

    2. Prepare and maintain status reports for project under implementation and for completed projects;

    3. Prepare necessary documents for programme and projects that should be presented; and

    4. Maintain all administrative, personal as well as general office files.

Qualifications
    • Advanced degree in Statistics, Social Sciences, Public Policy, Public Administration, or Economics, or other related disciplines, or Bachelor's degree in the above areas with a minimum of two (2) years of working experience in statistics, including experience in M&E and research;
    • Competency in computer skills with working knowledge of Microsoft Office, business intelligence and statistical software;
    • Demonstrated ability to develop and maintain good working relationships with the public and other stakeholders, including experience in a cross-cultural environment and international settings;
    • In-depth understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals;
    • Proven ability for accuracy under pressure and adherence to deadlines;
    • Excellent command of English, written and spoken; and
    • Ability to travel.
