Job Description :
The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises eleven countries in Southeast Asia, with Timor-Leste being admitted as an ASEAN Member State during the 47th ASEAN Summit on 26 October 2025 in Kuala Lumpur, Malaysia. It was proclaimed a Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their 27th Summit 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible. 

The ASEAN Secretariat was established in 1976 by the Foreign Minister of ASEAN with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN Community Vision 2045 and Strategic Plans of the three ASEAN pillars of Political Security Community, Economic Community and Socio-Cultural Community, and ASEAN Connectivity, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting qualified ASEAN Nationals to apply for the position of Director for Community Affairs Directorate.     


Remuneration and Benefits:
The successful candidate will be offered a basic salary of USD 7,961 and an attractive remuneration package including housing, outpatient medical reimbursement, hospitalization & life insurance, children’s education and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed-term contract of three (3) years, inclusive of the six-month probationary period. Please note that ASEAN Secretariat Staff shall not be retained in active service beyond the age of 60 years.

Responsibilities
  1. Reporting to Deputy Secretary-General of ASEAN for Community and Corporate Affairs (DSG CCA), the Director shall be responsible to: 

    1.  Direct, manage, and supervise the overall, multifaceted operations of the Community Affairs Development Directorate: 

         a. Community Relations Division (CRD): Formulates and implements ASEAN’s public relations and ASEC’s outreach strategies to effectively communicate the vision, key messages, and achievements of ASEAN and ASEC to key audiences, e.g. Media, ASEAN Entities and Centres, think tanks, academia, art community, as well as public in general, to promote their participation in ASEAN community-building processes and activities. The works of CRD is guided mainly by, among others, the ASEAN Charter, ASEAN Communication Master Plan and ASEAN Corporate Design Manual. 

         b. Information Resources Management Division (IRMD): Manages the collection, compilation, and dissemination of information covering all sectors across ASEAN. Manages the library collection and archives, including acting as the repository for official ASEAN documents and legal instruments, including gallery, and museum.
     

    2. Lead and supervise all Directorate’s flagships programs and initiatives, resources, including human, financial, operational resources of all the Divisions under the Directorate:

    • Provide strategic leadership, to Heads of Divisions and other professional staff in their area of responsibility to deliver CMAD’s mandate and priorities. 
    • Oversee the strategic planning, coordination, and implementation of CMAD’s flagship programmes to enhance institutional visibility and stakeholder engagement.
    • Forge and maintain engagements with relevant stakeholders and partners, in support of the flagship programmes and initiatives of the Directorate.
    • Organisation’s social media presence, ensuring effective, timely, and accurate outreach and messaging across digital platforms.
    • Ensure the delivery of high-quality, results oriented and timely work outputs aligned with the objectives of the Directorate and in support of the ASEAN Community building as a whole.
    • Strategically allocate, manage and monitor resources across the Directorate to enable optimal performance and operational efficiency. 
    • Motivate, mentor and foster teamwork and collaboration within the Directorate, and across ASEC. Ensuring professional accountability, in line with institutional standards. 
    • Oversee the performance management processes for all staff within CMAD.

    3.  Lead and support the servicing of relevant ASEAN meetings and visits, and manage matters of strategic importance: 

    • Represent the Deputy Secretary-General for Community and Corporate Affairs Division (CCAD), as required, in high-level deliberations and engagements. 
    • Lead the preparation of substantive documents, deliver presentations, and contribute to policy discussions on issues within CMAD’s mandate.
    • Provide strategic guidance and oversight to Directorate staff to ensure high-quality preparation, coordination, and follow-up of meeting outcomes.
    • Lead communication and coordination for meetings and/or occasions, which require cross-directorate collaboration.
    • Liaise closely with the CPR/CPR-WG and relevant ASEAN bodies, providing timely updates and support in advancing public outreach and communication efforts.

    4.  Governance, Monitoring & Risk Management:

    • Provide risk assessment and strategic guidance on sensitive communication matters. 
    • Oversee the monitoring, reporting, and evaluation of CMAD programmes and outreach initiatives.
    • Promote data-driven decision-making and evidence-based planning. 
    • Ensure proper conduct, professionalism and positive external representation of ASEC activities.
    • Protect the institutional reputation and credibility of the ASEAN Secretariat.

Qualifications
    • Advanced university degree in mass media and communication, journalism, international relations, public policy, international development, or related discipline, with a minimum of eight (8) years relevant working experience.
    • Extensive knowledge and substantive senior-level experience, minimum ten (10) years in management position. Familiarity with and prior involvement in mass media and the press will be an advantage.
    • Solid understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.
    • Expertise in communicating key messages for the organization, including use of digital platforms and social media.
    • Strong communication skills, including in briefing media, senior officials, and diverse groups and communities.
    • A track record of intellectual leadership and sound ability to articulate views to diverse audiences through clear, concise presentations.
    • Exceptional writing skills as proven through published articles, analyses, reports, etc.
    • Experience in liaising effectively with Civil Society Organizations (CSOs) as demonstrated by proven track records in working together with diverse groups of CSOs.
    • High-level interpersonal and communication skills, including experience in cross-cultural environment and international settings. Strong client orientation and ability to work effectively with multiple sectors and disciplines.
    • Strong leadership and management capabilities; commitment to teamwork and collaborative work practices; and skills in coaching, mentoring, and motivating staff.
    • Excellent command of English, written and spoken.
