The ASEAN Secretariat was established in 1976 by the Foreign Minister of ASEAN with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.
In alignment with the ASEAN Community Vision 2045 and Strategic Plans of the three ASEAN pillars of Political-Security Community, Economic Community and Socio-Cultural Community, and ASEAN Connectivity, and supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting Indonesian citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Community Engagement Officer for Community Relations Division, Community and Corporate Affairs Department.
Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Reporting to the Assistant Director/Head and Senior Officer of Community Relations Division, the Officer shall be responsible to:
1. Provide technical assistance and coordination of the Secretariat’s engagement with the ASEAN Centres and Entities Associated with ASEAN activities, where relevant:

Develop Work Plans, Priority Programmes and implement related programmes to develop modalities of engagement between ASEAN and its Secretariat with ASEAN Centres & Entities associated with ASEAN.

Monitor and provide regular updates concerning the ASEAN Secretariat’s engagement with the above bodies, in coordination with the relevant Desk Officers of the ASEAN Secretariat.

Monitor and update the contact database of ASEAN Centres and Entities associated of ASEAN on a regular basis.

Monitor and seek out annual report and/or summary of activities of the entities associated with ASEAN.

Function as the main focal point of engagement between ASEAN Secretariat and ASEAN Centres and Entities associated with ASEAN, and vice versa.

Lead the regular Exhibition of the ASEAN Centres and Entities at the ASEAN Secretariat/ASEAN Headquarters.

Lead the preparation of the annual ASEAN Forum of Entities and ASEAN Think Tanks Summit.

Engage in the development of relations, rules, procedures, guidelines for the various entities.

Support and contribute to the meetings of relevant ASEAN bodies by ensuring efficient and effective development and production of documents, such as meeting agenda, information and discussion papers, concept papers, project proposals and other materials as well as meeting reports as requested.

In the case where ASEAN Secretary-General sits on the Board of ASEAN Centre’s management, albeit ex-officio, coordinate ASEAN Secretariat’s representative to attend the meetings of said Centre and develop outcome reports.
- Facilitate the engagement of ASEAN with entities associated with ASEAN.
2. Provide technical assistance to the accreditation process of entities seeking to be associated with ASEAN:
- Evaluate, research and study incoming applications, draw up modalities, checklist and engaging with entities seeking accreditation with ASEAN.
- Consult with relevant Desk Officers across ASEAN Secretariat in finding relevant sectoral bodies for the entities seeking accreditation with ASEAN.
- Provide advice in the monitoring process of the application status of entities seeking accreditation with ASEAN.
- Assist and consult with contact points of external bodies in facilitating their application for accreditation to ASEAN to ensure compliance with prevailing procedures.
- Facilitate the discussion of applications of entities seeking accreditation with ASEAN at the CPR and its WG level.
- Following the conclusion of accreditation process, depending on the result, notify the applicant and update the register of entities associated with ASEAN in ASEAN Website and Annex II of the ASEAN Charter.
3. Provide technical assistance and coordination to the Digital Platform for Entities Associated with ASEAN:
- In coordination with Webmaster, function as the administrator of the Digital Platform, populating it with ASEAN contents and updates.
- Facilitate access of entities associated with ASEAN to the Platform and provide regular training for its intended users to increase Platform’s utilisation level.
- Monitor the activities of users in the Platform and provide follow-up actions accordingly.
- In coordination with Webmaster, develop maintenance and improvement plans of the Digital Platform to increase user experiences of the Platform.
- Direct entities seeking accreditation to submit the documentation through the Platform to digitalise accreditation process.
4. Facilitate communication and cooperation among ASEAN Member States and other relevant stakeholders:
- Attend CPR and CPR-Working Group meetings under relevant agendas.
- Represent the Division and/or the ASEAN Secretariat to serve as a resource person when needed.
- Draft and summarise reports, prepare briefing notes/talking points, speeches, conduct research, moderate discussion, and deliver presentations.
5. Any other matters as directed by the Division or Directorate.

- Advanced degree in Social Studies majoring in Mass Communication, Economics, International Relations or other relevant fields, or Bachelor’s Degree with a minimum of 2 (two) years relevant work experience.
- Proven excellence in written and spoken English, notwithstanding the use of local language may be required when interacting with the local partners and stakeholders.
- Ability to think strategically to use communication tools to achieve agreed objectives.
- Ability to express thoughts clearly, accurately, and succinctly in writing; and ability to express thoughts orally in clear, concise, and accurate manner; and ability to communicate information and ideas in front of and audience.
- Knowledge and experience of social media and online knowledge management tools would be a strong advantage.
- Strong interpersonal and negotiation skills with proven experience of relationship management with stakeholders
- Sound understanding of international and regional issues and knowledge of ASEAN ideals and a keen interest and initiative to learn them.
- Exposure of a wide spectrum of corporate affairs, community relations and public communications in past work experiences and ability to develop and maintain sound working relationship with various stakeholders.
- Familiarity with diplomatic practices and protocol, and experience in dealing with senior government and international organisation officials.
- Sensitivity to accuracy and details, as well as capacity for proof-reading.
- Ability and technical skills to research and acquire data.
- Ability to work under pressing deadlines.
- Computer literacy and proficiency in the use of Microsoft Office tools.
- Ability to multi-task, work long and irregular hours, and perform tasks outside the usual job scope.
- Ability to function effectively, independently and as part of a team.
- Available for extensive travel.
