The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.
As ASEAN is approaching the conclusion of its ASEAN Community Blueprints 2025 implementation, ASEAN through its three Pillars namely: ASEAN Political-Security Community (APSC), ASEAN Economic Community (AEC) and ASEAN Socio-Cultural Community (ASCC) have started the development of the post-2025 ASEAN Strategic Plan under the framework of the ASEAN Community Vision 2045.
As ASEAN prepares the development of its post-2025 agenda, it is crucial for various ASEAN sectoral bodies, including the ASEAN Senior Officials on Environment (ASOEN), to also develop their post-2025 sectoral work plans. Given the rapidly evolving environmental landscape and the increasing complexity of global environmental challenges, the development of the Post-2025 ASEAN Strategic Plan on Environment (ASPEN) is critical to serve as a blueprint for ASEAN’s environmental efforts, ensuring that the region remains a leader in sustainable development and environmental stewardship.
In this regard, the ASEAN Secretariat is inviting qualified Indonesian citizens to apply for the position of Project Officer for supporting the development and implementation of the Post-2025 ASEAN Strategic Plan on Environment (ASPEN). This position is supported by the Australian Government through the Australia for ASEAN Futures Initiatives (Aus4ASEAN Futures).
Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, gratuity, health insurance and annual bonus of a month’s basic salary. Subject to good performance during the probation, the candidate will be offered a two-year contract, inclusive of six-month probationary period. Extension of the post is subject to renewal of mandate and availability of funds.

This position is assigned within the Environment Division of the ASEAN Secretariat, and under the guidance of the Head of the Environment Division under the Sustainable Development Directorate of the ASEAN Socio-Cultural Community (ASCC) Department. The Project Officer will provide technical, administrative and coordination support to the development and implementation of the Post-2025 ASEAN Strategic Plan on Environment (ASPEN).
The project seeks to conduct comprehensive assessment of the current ASEAN cooperation on environment, develop post-2025 ASEAN Strategic Plan on Environment (ASPEN) and its Monitoring and Evaluation (M&E) Framework, prepare communication strategy and products, as well as support the implementation of the ASPEN and M&E Framework.
Reporting to the Head of the Environment Division of the ASEAN Secretariat, the Project Officer shall be responsible for the following:
a) Provide technical and administrative support to the development, launch, public outreach, and dissemination of the Post-2025 ASPEN and M&E Framework:
1. Facilitate coordination and communication between consultants/experts, ASEAN Member States (AMSs), ASEAN Secretariat (ASEC), and other relevant stakeholders;
2. Assist in the administrative and logistical preparation and conduct of the stakeholder consultation meetings, dissemination events and other project activities;
3. Provide technical support in the review of documents, such as inception report, comprehensive assessment report, draft Post-2025 ASPEN and M&E Framework, communication strategy and materials;
4. Assist in data collection and information management;
5. Undertake any other relevant tasks as may be required by the ASEC.
b) Provide technical and administrative support to the implementation of the Post-2025 ASPEN and M&E Framework:
1. Assist in the design, appraisal, approval, implementation and monitoring of environment-related projects/programmes in support of the implementation of Post-2025 ASPEN and M&E Framework, including but not limited to other Aus4ASEAN Futures-supported projects such as the Building a Climate Resilient Future: A Needs Assessment and Framework for the ASEAN Centre for Climate Change (ACCC);
2. Provide technical and administrative support to the ASEAN institutional framework on environment (e.g. working groups under the ASEAN Senior Officials on Environment).
c) Provide administrative and logistical support to the Environment Division:
1. Assist in the management and coordination of the project;
2. Assist in procurement process of consultants/experts to support the development of the Post-2025 ASPEN and M&E Framework;
3. Assist in day-to-day communication and coordination with selected consultants/experts and other project stakeholders;
4. Prepare and maintain status reports for the project;
5. Undertake M&E activities as identified by Aus4ASEAN Futures rules and procedures;
6. Maintain all administrative as well as general office files.

- Advanced degree in Environment-related field, Public Policy, Public Administration, or Bachelor degree in the above areas with a minimum of two (2) years of working experience in environment or project management;
- Competency in computer skills with working knowledge of Microsoft Office, business intelligence and statistical software;
- Demonstrated ability to develop and maintain good working relationships with the public and other stakeholders, including experience in a cross-cultural environment and international settings;
- In-depth understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals;
- Proven ability for accuracy under pressure and adherence to deadlines;
- Excellent command of English, written and spoken; and
- Ability to travel.
