Job Description :
The Japan-ASEAN Financial Technical Assistance (JAFTA) Fund was established in September 2001 to promote financial stability in the region by strengthening the management of capital flows in ASEAN member countries and by promoting research for appropriate financial support mechanisms. As a result of increasing activities under the ASEAN+3 Finance process, the scope of the Fund was expanded by the Ministry of Finance of Japan in July 2003.

The scope of activities implemented under JAFTA are as follows:

  1. Technical assistance to ASEAN+3 countries in finance-related areas, such as strengthening capital flow monitoring, developing bond markets, etc.
  2. Research assistance for ASEAN+3 capacity building
  3. Support for cooperation activities of the ASEAN+3 Finance Ministers' process, including contributing to the ASEAN+3 Finance Cooperation Fund, and
  4. Support for other finance-related cooperation activities involving ASEAN+3 countries.
  5. Coordinate with relevant ASEAN bodies, dialogue partners and stakeholders to support the process of financial integration, financial inclusion, and financial stability in ASEAN.

In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs of the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of JAFTA Project Officer under Finance Integration Division, ASEAN Economic Community Department.


Remuneration and Benefits:


Successful candidate will be offered an attractive remuneration package including basic salary, monthly transportation allowance, medical insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
  1. Reporting to the Assistant Director/Head of Finance Integration Division, the Project Officer shall be responsible for the following duties:

     

    1. Assist the Head of FID in managing projects and initiatives funded by the Fund, including but not limited to:

    • Coordinate Technical Assistance (TA) Programmes to selected ASEAN+3 countries in finance related areas, such as strengthening capital flow monitoring, development of bond markets, etc., with consultation to Ministry of Finance of Japan; o Support cooperation activities under the ASEAN+3 Finance Ministers and Central Bank Governors;
    • Prepare JAFTA Annual Work Plan and Associated Budget with consultation to Ministry of Finance of Japan;
    • Provide biannual Financial Report of the Fund or at any time requested;
    • Administer Trust Funds with coordination to Donor and the ASEAN Secretariat.

    2. Assist the Head of FID with the management, implementation and monitoring of activities and initiatives in finance cooperation within the ASEAN+3 framework.

    • Coordinate and monitor the implementation of ASEAN finance cooperation and integration activities and initiatives;
    • Coordinate with relevant ASEAN+3 bodies and other related committees/working groups and provide support to those bodies with respect to these initiatives;
    • Prepare discussion papers, research inputs and information materials pertaining to financial cooperation in ASEAN+3;
    • Perform other relevant duties as assigned by his/her direct supervisors and/or higher authorities of Ministry of Finance of Japan and ASEAN Secretariat.

    3. Assist the Head of FID in policy initiatives and coordination by (a) serving as resource person at meetings of relevant ASEAN+3 committees and expert working groups, as well as at meetings of other relevant organizations; and (b) monitoring policy developments at regional and international level.

     

    4. Service meetings.

    • Coordinate the preparation of documents to be discussed during the meetings;
    • Ensure that the sectoral bodies are updated with the latest relevant developments;
    • Coordinate with the follow ups of the mandates/ decisions from each meeting;
    • Draft the Summary of Discussion (SoD) of the meetings.

    5. Provide progress updates on works and initiatives under ASEAN+3 Finance Cooperation.

    • Prepare talking points or speeches covering progress of activities of sectoral bodies under ASEAN Finance Cooperation;
    • Maintain and update progress report of each sectoral body under finance and central bank track;
    • Coordinate with other relevant division on the progress updates of the sectoral bodies under finance and central bank track. 
Qualifications
    • Advance university degree (Master’s or equivalent degree) in Economics, International Finance or an appropriate related field or discipline; or Bachelor degree with a minimum two (2) years relevant work experience in technical role.

    • Solid understanding in international and regional issues, particularly on regional financial and macroeconomic cooperation and development.

    • Proven skills in problem solving in a complex organisational environment and in work planning.

    • Sound experience in finance and policy development (fiscal and/or monetary), familiarity with ASEAN Finance Cooperation is a plus;

    • Good corporate, strategic and business planning skills;

    • Good knowledge of and commitment to ASEAN ideals;

    • Good interpersonal, negotiation and communication skills, including experience in cross cultural environment and international settings;

    • Proven ability to develop and maintain sound working relationship and networking with government representatives, public and private sector organisations and other stakeholders;

    • Proven ability for accuracy under pressure and adherence to deadlines;

    • Commitment to teamwork and collaborative work practices;

    • Excellent command of English, written and spoken;

    • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
