As part of ASEAN Health Sector initiative to respond to COVID-19 and prepare for future pandemics and other public health emergencies, ASEAN Leaders agreed to establish the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED) during the 37th ASEAN Summit on 12 November 2020. The Centre is intended to enhance integrated and sustained ASEAN preparedness, response and resilience to public health emergencies, particularly on emerging/re-emerging diseases. Supporting the operationalisation of the ACPHEED is a Programme Objective under Health Priority 9: Regional Preparedness and Response to Public Health Emergencies of the ASEAN Health Cluster 2 on Responding to All Hazards and Emerging Threats Work Programme (2021-2025).
On 13 May 2022, at a Trilateral Ministerial meeting and subsequent 15th ASEAN Health Ministers meeting (11-15 May 2022, Indonesia), ASEAN agreed for ACPHEED to have a Secretariat based in Thailand and three sub-centres to lead ACPHEED’s three pillars in Viet Nam (prevention and preparedness), Indonesia (detection and risk assessment) and Thailand (response, including risk communication). Whilst ASEAN continues to progress the finalisation of the ACPHEED Establishment Agreement, preparatory activities to support ACPHEED early operations are underway led by Host Countries.
The Australian Government announced its contribution to the APCHEED as part of a shared recovery of the region from the pandemic as announced by the then Prime Minister in 2020. The expected outcome of this support is enhanced capacity of national and regional governments and organisations in Southeast Asia to prepare for, detect and response to public health emergencies.
In alignment with the ASEAN Community Vision 2045 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting qualified ASEAN Nationals to apply for the position of Project Coordinator (PC) for ACPHEED. This position is supported by the Australian Government through the Australia for ASEAN Futures Initiatives (Aus4ASEAN Futures).
Remuneration and Benefits:
This position is funded until 31 December 2026. An attractive lump-sum remuneration at the Senior Officer level will be offered commensurate with the experience and qualifications of the candidate.

The PC will be embedded within the Health Division of the ASEAN Secretariat to provide technical support and assistance for the delivery of preparatory and early operationalisation activities of ACPHEED. The PC is responsible for coordinating ACPHEED preparatory programming, including project planning, management, implementation and monitoring and evaluation. The PC will support overall technical management and coordination of ACPHEED preparatory and early operationalisation phase. The Project Coordinator is also expected to have regular meetings with the Australian Mission to ASEAN to share updates and progress of activities.
Reporting to the Assistant Director/Head of Health Division of the ASEAN Secretariat, the PC shall be expected to deliver the following:
1. Support the ASEAN Secretariat Health Division in all coordination, planning and implementation of programme activities relevant with ACPHEED preparation and early operations:
- Manage the delivery of programme activities and ensure its compliance with ASEAN Secretariat and Department of Foreign Affairs and Trade (DFAT) - Australia programming requirement and identify opportunities for coordination with other programmes by other partners;
- Work closely with the ACPHEED host countries on preparatory activities and partnership opportunities;

Prepare project reports, which includes programmatic and financial reports as required;

Support the monitoring & evaluation of project activities, which includes effective coordination with the Aus4ASEAN Futures Initiatives Program Planning & Monitoring Support Unit (PPMSU) and the Australian Mission to ASEAN. This may include seeking information and assessments from relevant stakeholders, information on project progress and impact, and insights on future ACPHEED priorities relevant for Australia’s future programming to support ACPHEED operations;

Assist to facilitate the project development and approval within ASEAN mechanisms for upcoming preparatory activities of ACPHEED, such as ACPHEED Detection and Risk Assessment, ACPHEED Prevention and Preparedness and ACPHEED Secretariat. This would include developing concept note, project proposal, tendering process, contract preparation and management, in consultation with relevant stakeholders, implementing agency/ies and lead countries; and

Support in development of resource mobilisation strategies, and engagement with potential donors and partners to ensure ACPHEED’s operational sustainability.
2. Support the Health Division in relevant coordination and reporting within ASEAN processes:

Assist the Health Division in facilitating and coordinating implementation of ACPHEED functions with other related health sector/health security initiatives, including but not limited to ASEAN Mitigation of Biological Threats (MBT) Programme, One Health Initiative, Public Health Emergency Coordination System (APHECS), Biosafety and Biosecurity, ASEAN BioDiaspora Virtual Centre (ABVC), ASEAN+3 Field Epidemiology Training Network (FETN), ASEAN Emergency Operations Centre (EOC) Network for Public Health Emergencies;

Proactively build and maintain effective, collegial and harmonious work relationships with relevant ASEC desk officers, AMS, Dialogue Partners and other stakeholders, as well as to provide support to liaise and engage;

Coordinate and collaborate with Health Division officers responsible for ASEAN Health Cluster 2 where ACPHEED is a priority including ASEAN Mitigation of Biological Threats (MBT) Programme, One Health Initiative (OHI), Public Health Emergency Coordination System (APHECS), Biosafety and Biosecurity, ASEAN BioDiaspora Virtual Centre (ABVC), ASEAN+3 Field Epidemiology Training Network (FETN), ASEAN EOC Network;

Facilitate reporting on ACPHEED and its activities to relevant ASEAN Health Clusters, ASEAN Secretariat and ASEAN-Australia mechanisms;

Provide policy research and analysis, including drafting information papers, background notes, talking points, research papers pertaining to ACPHEED, as requested;

Contribute to project and stakeholder meetings as necessary and coordinate the preparation of documents such as discussion papers, concept papers, communication materials and follow-up actions resulted from the meetings; and

Perform other related duties as assigned by the Head of the Health Division.

- Master’s Degree or equivalent in a discipline relevant to the Public Health, International Relations, Development Studies or other relevant discipline with a concentration around development and programme management with a minimum three (3) years high-level experience in programme development, coordination and management is required.
- Bachelor’s degree in relevant specialist discipline(s) with five (5) years qualifying work experience in a leadership role in lieu of the Master’s degree, may also be considered.

Experience in managing development programme, from the early stage of development, implementation as well as monitoring and evaluation.

Experience coordinating with partners and stakeholders in a multi-country (regional) setting is highly preferred.

Experience working for socio cultural development, particularly related to health is desirable.

Understanding of and experience working within ASEAN systems and/or ASEAN Secretariat is desirable.

Demonstrated ability to develop and maintain good working relationships with the public and other stakeholders, including experience in a cross-cultural environment and international settings.

In-depth understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.
