Job Description :
As part of ASEAN Health Sector initiative to respond to COVID-19 and prepare for future pandemics and other public health emergencies, ASEAN Leaders agreed to establish the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED) during the 37th ASEAN Summit on 12 November 2020. The Centre is intended to enhance integrated and sustained ASEAN preparedness, response and resilience to public health emergencies, particularly on emerging/re-emerging diseases. Supporting the operationalisation of the ACPHEED is a Programme Objective under Health Priority 9: Regional Preparedness and Response to Public Health Emergencies of the ASEAN Health Cluster 2 on Responding to All Hazards and Emerging Threats Work Programme (2021-2025). 

 

On 13 May 2022, at a Trilateral Ministerial meeting and subsequent 15th ASEAN Health Ministers meeting (11-15 May 2022, Indonesia), ASEAN agreed for ACPHEED to have a Secretariat based in Thailand and three sub-centres to lead ACPHEED’s three pillars in Viet Nam (prevention and preparedness), Indonesia (detection and risk assessment) and Thailand (response, including risk communication). Whilst ASEAN continues to progress the finalisation of the ACPHEED Establishment Agreement, preparatory activities to support ACPHEED early operations are underway led by Host Countries.

 

The Australian Government announced its contribution to the APCHEED as part of a shared recovery of the region from the pandemic as announced by the then Prime Minister in 2020. The expected outcome of this support is enhanced capacity of national and regional governments and organisations in Southeast Asia to prepare for, detect and response to public health emergencies.

 

In alignment with the ASEAN Community Visit 2045 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Project Officer (PO) for ACPHEED. This position is supported by the Australian Government through the Australia for ASEAN Futures Initiatives (Aus4ASEAN Futures).  


Remuneration and Benefits:
This position is funded until 31 December 2026. An attractive lump-sum remuneration at the Officer level will be offered commensurate with the experience and qualifications of the candidate.

Responsibilities
  1. The PO will be embedded within the Health Division of the ASEAN Secretariat to provide technical, operational, logistical and project management support for ACPHEED preparatory and early operationalisation phase. The PO, along with the Project Coordinator, is also expected to have regular meetings with the Australian Mission to ASEAN to share updates and progress related to the ACPHEED.

     

    Reporting to the Project Coordinator, the PO shall be expected to deliver the following:

    1.    Support the Project Coordinator in preparation, implementation and monitoring and evaluation of ACPHEED preparatory and early operationalisation phase:

    • Assist the Project Coordinator in facilitating and coordinating the smooth implementation of activities.

    • Support the Project Coordinator on the monitoring & evaluation of ACPHEED project activities.

    • Assist with the preparation of technical documents of project activities such as concept note, invitation, activity programme, background information, subject matter related technical reports, briefs, minutes etc.

    • Maintain documentation and record of project documents and distribute project materials as appropriate as directed by PC.

    • Coordination of follow up actions and decisions.

    • Assist the Project Coordinator in the project proposal development and approval within ASEAN mechanisms for upcoming preparatory activities of ACPHEED such as ACPHEED Detection and Risk Assessment, ACPHEED Prevention and Preparedness and ACPHEED Secretariat.

    • Assist in research, drafting, and coordination efforts related to concept note or project proposal development, funding opportunities, and resource mobilisation; and

    • Coordinate and work closely with Health Division officers responsible for ASEAN Health Cluster 2 where ACPHEED is a priority.

    2.    Provide project financial and administrative support:

    • Support the Project Coordinator in preparing project reports, including programmatic and financial reports.

    • Ensure compliance with ASEC established financial rules/systems as well as the Aus4ASEAN Futures Initiative; and

    • Maintain all administrative, personal as well as general office files. 

    3. Provide general administrative and logistical support for the ACPHEED: 

    • Assist in the management of logistical support in the project, including, but not limited to, travel arrangements to attend project meetings and activities in compliance with the ASEC Financial and Administrative Rule and Procedure ("AFARP"); and
    • Assist the Health Division with all other relevant tasks as assigned. ​​​​​
Qualifications
    • Advanced university degree (Master’s or equivalent degree) in a discipline relevant to the Public Administration, Public Health, Economics or Management or Bachelor degree with a minimum two (2) years relevant work experience in supporting programme management in international development programmes. An experience working for socio economic development and/or health programme is an advantage.
    • Proven experience coordinating with government agencies, partners and stakeholders in a multi-country (regional) setting is highly preferred.
    • Understanding of and experience working within ASEAN systems and/or ASEAN Secretariat is desirable.
    • Demonstrated ability to develop and maintain good working relationships with the public and other stakeholders, including experience in a cross-cultural environment and international settings.
    • In-depth understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.

    • Proven ability for accuracy under pressure and adherence to deadlines; and

    • Excellent command of English, written and spoken.
