The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.
In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community (APSC), the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting qualified ASEAN Nationals to apply for the position of Senior Officer Health Division.
The Health Division is responsible for supporting ASEAN cooperation on health, in line with the ASEAN Post 2015 Health Development Agenda (APHD) for 2016 to 2025 with 21 health priorities grouped into four ASEAN Health Clusters with their respective Work Programmes that support regional programme and project activities on promoting healthy lifestyle; responding to all hazards and emerging threats; strengthening health systems and access to care; ensuring food safety. Remuneration and Benefits:
Successful candidate will be offered a basic salary of USD 3,893 and attractive remuneration package including housing, outpatient medical reimbursement, hospitalization & life insurance, children’s education and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the six-month probationary period. Please note that ASEAN Secretariat Staff shall not be retained in active service beyond the age of 60 years.

Reporting to Assistant Director (ADR)/Head of Health Division, the Senior Officer shall be responsible for:
1. Manage and coordinate the activities and provide the required support for the implementation and monitoring of programmes and/or projects.
- Monitor and report the implementation of programmes/projects;
- Propose/formulate projects/activities;
- Involve in the preparation of project proposals;
- Prepare information, materials, and publications for public dissemination as required.
2. Facilitate requests from the ASEAN Member States, Dialogue Partners and others as required.
- Initiate future work plan and key activities.
- Propose and implement Joint Agreements for activities with private sectors, Dialogue Partners, etc.
3. Support the ASEAN bodies with respect to meetings.
- Represent the ASEAN Secretariat at meetings of relevant ASEAN bodies, as well as at meetings of other relevant organisations.
- Prepare the necessary documents required for the meeting.
- Act as a resource person and facilitator.
4. Foster teamwork and supervise subordinates; and provide inputs to Head of Health Division (HD) on managing the subordinates’ performance.
- Supervise and appraise the performance of officer(s), and secretary.
- Provide inputs on their performance to Head of HD to ensure consistent and continuous improvement in quality of work.

- An advanced university degree (Master’s or equivalent degree) in public health or related field with a minimum three (3) years high-level experience in a recognised specialised field, public policy development and negotiation, preferably in areas under the purview of ASEAN Health Clusters 3 and 4.
- Bachelor’s degree in relevant specialist discipline(s) with five (5) years qualifying work experience in lieu of the Master’s degree, may also be considered.
- Extensive supervisory experience within management position would be desirable.
- Sound experience in public policy development and negotiation, and experience in briefing government ministers and senior officials.
- Good corporate, strategic and business planning skills.
- Strong leadership and strong administrative capabilities.
- Understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.
- High-level interpersonal, negotiation and communication skills, including experience in cross-cultural environment and international settings.
- Proven ability to develop and maintain sound working relationships with government representatives, public and private sector organisations and other stakeholders.
- Proven ability for accuracy under pressure and adherence to deadlines.
- Excellent command of English, written and spoken.
