Job Description :

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs of the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Associate Officer for Initiative for ASEAN Integration & Narrowing Development Gap (IAI & NDG) Division, ASEAN Economic Community Department. 

 

Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 12,027,750 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
  1. Reporting to the Assistant Director/Head and Senior Officer of IAI & NDG Division, the Associate Officer shall be responsible to:

    1.    Assist in the implementation of the IAI Work Plan.

    • Formulate project proposals including its budget and work plans.
    • Coordinate with project proponents, government officials of ASEAN Member States, relevant Divisions in the ASEAN Secretariat and donor countries on the development and implementation of projects.

    • Appraise project proposals according to the ASEAN Standard Operating Procedures for Project Appraisals and Approvals.

    • Monitor and compile information on the progress of the projects and their results/outcomes.

    • Monitor the implementation progress of the ongoing IAI Work Plan actions and develop the Output Monitoring Report.

    2.    Assist in knowledge and information sharing.

    • Provide data and information requested by other Divisions in the ASEAN Secretariat and external parties.

    • Regularly update the IAI & NDG section on the ASEAN website.

    • Publish any output documents from meetings or commissioned studies relevant to IAI & NDG on ASEAN website.

    • Regularly upload the documents produced from IAI meetings, projects and studies to the ASEC Knowledge and Document Management System.

    3.  Provide logistics and administrative supports for the IAI & NDG Division.

    • Facilitate the preparation and implementation of the meetings, workshops and other events organised by the Division in compliance with the ASEAN Practices and Protocol.

    • Produce background papers, briefing notes, talking points, and other information materials for meetings.

    • Assist in follow-up actions with respects to decisions and agreements, including preparing reply to invitation, providing inputs to the follow-up documents.

    4.  Support the coordination between ASEAN and sub-regional cooperation frameworks.

    • Facilitate the communication between Divisions in ASEAN Secretariat and sub-regional cooperation frameworks.

    • Facilitate the annual Joint Consultative Meeting.

    • Maintain the record of meeting documents.

    5.  Perform other duties as may be assigned by the Supervisors.

Qualifications
    • Bachelor’s degree in International Relations, Economics, Political and Social Sciences, Business Management or relevant qualification.
    • Experience in developing or managing projects/programmes, organising documents, data and information, preparing reports and organising meetings, workshops and other events.
    • Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
    • Demonstrated commitment to collaborative work practices in multi-cultural environment.
    • Proven skills in problem solving in a complex organisational environment.
    • Ability to multi-task, work long and irregular hours, perform tasks outside the usual job scope, and willing to travel on short notice.
    • Good interpersonal skills as well as strong written and verbal communication skills.
    • English proficiency and computer literacy are pre-requisites for this position.
    • Experience in cross-cultural environment and international settings is an advantage.
