Job Description :
The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises eleven countries in Southeast Asia, with Timor-Leste being admitted as an ASEAN Member State during the 47th ASEAN Summit on 26 October 2025 in Kuala Lumpur, Malaysia. It was proclaimed a Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their 27th Summit 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of ASEAN with the basic function of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve center of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with ASEAN 2045: Our Shared Future and Key Aspirations of the three pillars of the ASEAN Community and ASEAN Connectivity, the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Officer for Poverty Eradication & Gender Division, ASEAN Socio-Cultural Community (ASCC) Department.  


Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
  1. Reporting to the Assistant Director/Head of Poverty Eradication & Gender Division, the Officer shall be responsible to:

    1.  Provide technical and administrative support for the overall work of the division including project implementation in support of the ASCC, particularly on cross-sectoral cooperation on gender mainstreaming, social protection, and inclusive rural and community development:

    • Consult with the country coordinators and focal points, project consultants, or implementing agency for project coordination and implementation.
    • Updating and monitoring of the development and finalisation of the strategic plans/ programmes/proposals.

    2.  Coordinate and communicate with ASEAN Member States, donor countries, international organisations, and civil society organisations on managing ASEAN development cooperation projects guided by the standard operating procedures on ASEAN Development Cooperation Projects:

    • Formulate, appraise, implement and monitor projects.

    • Maintain and manage documentation of projects.

    • Prepare documents for cash disbursement for projects.

    • Communicate with project proponents. 

    3. Provide technical and administrative support in organising and convening meetings and events guided by the standard operating procedures on organising ASEAN meetings and events:

    • Develop and produce documents and written materials related to the meetings, such as administrative notes, logistical arrangement, agenda, information papers, concept papers, and other communication materials.

    • Prepare documents and coordinate related to logistical arrangements for the meetings.

    • Prepare meeting and/or mission reports.

    • Coordinate the follow-up actions and decisions of the meetings with relevant internal and external parties.

    4.  Respond and facilitate requests from the ASEAN Member States, Dialogue Partners and International Organisations:

    • Provide timely and prompt updates and responses to queries from Member States and external parties with respect to ASEAN Cooperation, on areas under purview.

    • Prepare and submit to relevant Divisions within the ASEAN Secretariat the up-to-date information on the ASEAN Cooperation, with regard to areas under purview, closely consulting with and updating the Head of the Division on the essential developments.

    • Prepare information materials and publications for public dissemination through the ASEAN Website and other means in consultation with Community Relations Division and other relevant ASEAN Secretariat Directorates and Divisions to raise higher profile of the ASEAN Cooperation in Social and Human Development, in realising the ASEAN Socio-Cultural Community (ASCC).

    • Regularly update the Knowledge and Data Management System (KDMS) and maintain and update database of focal points and projects

Qualifications
    • Advanced degree in Social Science, Public Administration, Gender and Women’s Studies or an appropriate related field or discipline; and/or Bachelor degree in the afore-mentioned fields or discipline with a minimum two (2) years of relevant work experience in technical role.
    • Demonstrated knowledge in policy, research and technical skills in the relevant area and the ability to acquire them.
    • Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
    • Demonstrated commitment to collaborative work practices.
    • Proven skills in problem solving in a complex organisational environment and in work planning.
    • Ability to multi-task, work long and irregular hours, perform tasks outside the usual job scope, and willingness to travel frequently on short notice.
    • Good command of English, written and spoken.
    • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
